I am so sorry to see this. Appreciate Val and his work. Very much.
I have not kept up with him, but some time ago heard that Michael Douglas made a social media statement saying Val had a similar cancer - to which Val denied?
From OP's video, it appears that Val had some type of laryngectomy: a surgical procedure to remove a portion or all of his larynx, or voicebox. Given the type of speech he demonstrated, I would surmise he had the full procedure. Also, with the congealed saliva he exhibited, he may have had some post-operative radiation which dries out the upper aerodigestive tract; a very unfortunate and uncomfortable side effect of destroying the lubricating cells of this region.
He is to be commended for publicly speaking as this can be difficult given the physical situation. Many individuals - who are not in the public arena - find social interaction daunting following these treatments.
He did not appear emaciated, so I am hopeful the surgery and radiation was/is helpful towards a remission, and that he can continue on with us for years to come.
** As an aside, from what I understand, Michael Douglas' disease was higher up in his oropharynx or throat. Val's appears to be near the junction of airway and vocal cords, hence involving the very structure that results in vibratory waves resulting in speech. It is for an actor, a cruel loss. But I am encouraged by his exposure and would love to see the acting community and public embrace him in ways that he would choose. :)
