With Robert Downey, Jr. you're confusing arrogance for charisma.
Gilda Radner was much more demure than charismatic in person.
Reagan had masterful handlers and speech writers. That's the extent of that. Possibly a pleasing personality, but "charisma"? No way.

I think Bill Clinton has lots of charisma. He has the ability to charm anyone.
Obama is less charismatic and appeals to you more through his intellect and his passion. He's a smart guy and that's what you find attractive about him. Once in a while, like when he breaks into song, he displays some charm but it's more sporadic.
For celebrities , lots of people find George Clooney charismatic. Audrey Hepburn and Clark Gabel had that reputation as well. Maybe Oprah? There had to be a reason millions tuned into her show and made her a billionaire.
Jennifer Lawrence has a variation of it. She combines hers with ditzy girl appeal.

Why must one jump through hoops to do anything on this site? If I type out the people in a list format, that's how it should be displayed. Why is there not a 'quote' feature? Reagan had lots of charisma. He was a stupid, narrow-minded, spiteful, self-important prig, but he could work a room like nobody's business. And he had a special talent for disagreeing with people to their faces which you almost don't see in politics anymore.

Charismatic 20th Century Presidents: Theodore Roosevelt, Warren Harding, Franklin Roosevelt, Harry Truman, John Kennedy, Lyndon Johnson, Ronald Reagan, Bill Clinton.
It's easy to overlook Harding, but in his day he was the cat's meow. He was rumored to have three testicles (and also to be part-black), so perhaps he exuded testosterone. At any rate, women threw themselves at him and he was always at the center of a group of men who envied him and wanted to be him.
Ronald Reagan was tremendously charismatic. His political career began as the result of a single speech he gave for Barry Goldwater in 1964. Political bosses marveled at his ability to hold a crowd in the palm of his hand. Two years later they made him Governor of California. Even in the 1960s he was being groomed as a Presidential contender in no small part because of the electrifying effect he had on large groups of supporters.

He did have dementia while he was in office but Reagan's charisma was quite real.
I despised Reagan and hated everything about his presidency. However, when I watched his speeches I'd find myself warming to him and believing him. It was weird. The fog would lift as soon as the speech ended and I'd go right back to despising him. It was a bit disconcerting but I just chalked it up to his movie star thing and didn't worry about it. His charm didn't change the fact that he was a disastrous president.

I think Obama's charisma is very strong and Clinton has it but in a different way.
If Al Gore had even a little the world would be a very different place Lieberman did not help, he has the opposite of charisma.

I was at a speaker's series at the Kennedy Center in DC right after 9/11. Bill Clinton was the speaker that night. As we waited in the large hall/lobby to enter the auditorium, secret service appeared out of no where, instructing a small group of us to step back. Out came Bill, strolling down the length of the lobby. We had a close unobstructed view as he was escorted through the lobby.
The moment I saw him, I noticed the man simply glowed. There was some kind of aura around him. I share this experience not because I was in such awe, but it was so obvious. He exudes charisma, like no other person I've met or seen. He's also very easy with a smile.

R67, Clinton does have that unique aura you describe. He also has that rare gift of being able to make the person to whom he's talking think he or she is the only person in the room. He looks you directly in the eyes and he isn't looking over your shoulder for someone more important. He has more charisma than any other president and possibly any other person I've ever met.
I never saw Reagan's charisma. I heard about it from others, but he never appealed to me.
Kennedy was somewhat charismatic, but I was left cold when I met him. I thought he was probably manipulative and insincere.
Jimmy Carter and Barack Obama are listeners. They hear what people say to them, a gift in itself.
Among older actors I've met, Paul Newman and Rock Hudson were both charismatic. James Dean, Sal Mineo and Audrey Hepburn were too.

Clinton looks acts and sounds like a used car salesman. Is that charisma, that you know he's lying to you but don't feel it is ill-intentioned? Not unlike John Edwards. I suppose, but it is not really what OP is after, which is the kind of charisma which makes you BELIEVE. Like Barbara Jordan in olden times. I think Jerry Brown may have had it in the seventies, but clearly lost it along the way. .

[R67], I had a similar experience. I was at a campaign event with 3 friends. In the rush out, two of us wandered into a side corridor. We’re both short. Suddenly we feel this presence from above gently turning both of us and it’s Bill smiling down at us. I would have fallen to my knees right there.
Also Keith Richards. Never met him, but everyone who has talks about how charismatic he is. Julia ???said in You’ll Never Eat Lunch in This Town Again (and she never did) that she met both Mick and Keith, and that Mick had no charisma while Keith had tons.
