I don't think its underrated. It got very good reviews when it came out.
If anything, it's not well known among those younger than 30.

I wrote my college film class final paper on how Pee-Wee's Big Adventure is, at its heart, a story about growing up and becoming ready to share your life with someone.
Pee-Wee loses his bike (his innocence) and chases after it. He leaves his very complicated comfort zone (his house) and goes out on a trek to reclaim it. On his way, he helps others including Mickey and Simone (who is an older woman who acts as a guide) and faces his fears (snakes, the scary biker guys, ghosts.) In the end, all of these experiences make him ready to be in a relationship with Dottie. It's no mistake that in the last major scene, Pee-Wee (without his bike) walks past all of the people he met along the way to his final destination... Dottie and his bike. He doesn't NEED the bike any longer, but it is still accessible to him. I also think it is important Dottie has her own bike as well. She is a good match and an equal, not a passive passenger.
I was very pretentious back in the day. I was SHOCKED I got a C.

Lovely movie, funny and original, I've always loved it and thought it was one of those movies that's infinitely better than it should have been. I think it was the excellent score that put it over the top, this was Danny Elfman's first film score and instantly put him in the ranks of the top Hollywood film score composers, where he's stayed for all these years.
And of course, every time a Datalounger goes into a hissy fit I think of this moment...

I think you might be talking about The Seduction. It's not about swimming but Morgan Fairchild spends a lot of time in her pool and hot tub. It was bascially a Skinemax movie before that was a thing. Theme song by DL fave Dionne Warwick.
