Tom Llamas just started at NBC and is already sitting on the Today show panel and fill in hosting for Lester Holt. Why not Morgan? He is arguably hotter than Tom.

Like Miguel Almaguer, Morgan is a field reporter. He is not anchor material. Tom Llamas was brought over specifically to be an anchor.

I agree R9, I normally watch Lester Holt but I just couldn't take two evening of Tom Llamas in a row, his delivery seems rushed and hectic, they will lose me when he is on.

Tom's seems a little nervous and is rushing the delivery even more than usual. But cut him a little slack, these are the first time he's anchoring on NBC. But he was the weekend anchor at ABC for 5+ years, so he knows what he's doing. He'll likely relax more as the week progresses.
As for his rushed delivery style in general, producers at NBC will likely chat with him and ask him to slow down. After Lester's relaxed style of delivery, Tom's rushed style is off putting. The NBC execs will recognize that and coach him.
He wants the job bad enough, he'll learn to slow down if instructed to.
He learned to tone down his crooked closed mouth smile. As seen in the photo below, the right side of his mouth is considerably higher than the left side. And it used to be much more pronounced (i.e., the right side was even higher). ABC execs talked to him about toning it down.

Tom Llamas is OK doing just one field report, but seeing him two days in a row for the whole show is a bit much.
I'd rather see either José Díaz-Balart or Kate Snow, who host on weekends, in his place.
