Trump is not running. His ego won't allow him to risk losing a second time. He can claim it was stolen from him once, but he can't claim it twice. He's only keeping the possibility of a run alive now so he can fundraise off of it. When it gets closer, though, he'll insist that he refuses to take part in a rigged system Then he'll keep saying it, which will infuriate the Republican establishment because it will depress Republican turnout.

Learn a different Language. Get a new perspective. Offer your skills in a whole new way to the world. Meet new friends. You might find life better in a country were you get health care from your taxes. Life isn't dominated by work. Some places people actually don't worship more more more. You might be able to retire someday. Housing can be affordable. Some places have actual public transport thats affordable. you won't need a gas guzzling money eating automobile. Your friends can come and visit. It is a big world out there and life is short so git off your duff and explore. Let the suckers run the machine.

I doubt Trump seriously wants to be president again, but he is too much of an egomaniac to stand aside completely. He may try to get his own preferred winged monkey nominated. Trump and his minions are trying everything from gerrymandering, to restricting voters rights state by state, to installing ringers on election boards and secretaries of state nationwide, to eliminating mail-in votes. This way even if he loses, his ringers in all the states can claim the election results were wrong and stolen, and have the electors in key states certify Trump regardless. The 2020 election shenanigans and the Jan 6th coup attempt was a dry run. The next one will succeed. "Democrat" senators Manchin and Sinema and indebted to their corporate masters and are willing to allow voting rights to be destroyed over the so-called sanctity of preserving the filibuster.

This is from Yahoo News and comes across as paraphrased. Franken does not come out and say Trump will win, he's speaking as more of a cautionary tale.
The only place that HEADLINES Franken as predicting Trump will in in 2024 is at Mediaite.com. Quoting from the article:

R22, it was a few things, but the blatant “stop the steal” grifting was what finally did it. Don’t get me wrong, I agreed that the 2020 election had massive fraud, but he never intended to “stop the steal.” He was just fundraising. It was his fault that he allowed the COVID lockdowns, BLM riots, massive mail-in ballot and ballot harvesting fraud, etc. in the first place. His re-election campaign was a mess, basically just embracing the identity politics of the left writ large. Plus, my girl Ann Coulter pointed out correctly that he failed to keep his election promise and never built the wall.
Basically, he became a standard lying corporatist Republican, and I hate them. I wanted a wall and I wanted MAGA, not another Jeb Bush, which is basically what he was.
Dude gave me lots of laughs over the years and I’m forever grateful that he beat that lying bitch Hillary, but I’ve had sufficient. I would like to never hear from him again.

But Al Franken really is a quitter in the full sense of the word. Maybe he's just a born pessimist. He received some pressure to resign for some stupid photos and he immediately obliged. Now he's basically telling us "shoot yourselves now because the country is about to be a dictatorship." I'm not saying that we're not in deep danger of this being a reality; we are. But it is not a foregone conclusion. It is still early-ish 2022. If Franken were Ukranian today, he would - like Maks C. - have taken the first train out with women and children. He has no fight in him and so he's useless in today's dangerous political landscape.
