In my wintbrain, both mean 'cool, fun, good luck with all that (you just said), I don't really care though'. I don't think I ever use the thumbs-up or down tbh.

In a work context: thumbs up is fine. We're just acknowledging that we saw the message.
In a personal context: It's like responding, "k" instead of "okay" or even "ok." It can be seen as passive aggressive or lazy because people do in fact do it to be passive aggressive or lazy. It has little to do with the thumbs up and more to do with the lack of effort in posting the thumbs up.
