Meh - he looks pissed that he didn't get the reaction that he wanted. Look, we've seen it before Billy - the oversized desire for attention is exhausting and, after awhile, is just offensive. Particularly when it's just a regular old dress.
Gaga did this (and stopped by the way) but she actually showed up in really creative avant garde outfits. Even she got tired of it - but she was on a different level.
This is just basic and an attempt to suck all the air out of the room. He's one of those people you'd want to hang out with one night, but to be friends with and deal with that on a daily basis would just be exhausting.

I feel like such an old fart, but I just don’t get it. Unlike biological sex, clothes are indeed a social construct, so go ahead and wear whatever the hell you want. It’s not shocking, but it is ugly. It just makes someone who could look somewhat attractive look instead like a clown in an ill-fitting costume. Strange to me.

R32 they might be a social construct when it comes thi style or color, but there are biological factors when it comes to clothing, which is one reason it can look so fugly on the opposite sex. "Womens/Menswear" is usually cut to general body shape. If women bought men's clothing in the proper size (not baggy) most would have difficulty in the chest and hip area. Those same areas of fabric hang weird on a man.
On top of it, you have these gender benders not just picking out unisex or opposite sex clothing, they tend to pick the some of the ugliest shit you've ever seen -- over frilly, old fashioned dresses that feminine women don't even wear. Look at that HS magazine cover, where he looks like he walked off the set of "Little house on the Prairie" 😝

For the record; I thought his tux with skirt was a clever play on gender styles. This is just too gaudy. You'd think he borrowed granny's church outfit (if it weren't black.)
To really work, in a way that changes perception, they'd have to be more subtle and pick "feminine" styles that are custom made for men. I know I'd start with say, layers of pearls over a suit, or unique man heels with a tux (accessories first), maybe a touch (not a damn pound) of makeup. I'd most definitely get a good designer that could make feminine clothes for male bodies.

I do think it goes beyond "standing out" though, when some stars are trying to by stapling on a progressive theme/ agenda -- which would be a positive for us all... IF it's done right. Going about it looking like a clown kind of defeats the point and doesn't deserve praise for being so brave.

This is a man that in a Sylvester documentary said that he has been trying to do what Sylvester did for decades. Son; my Nanna, dead thrirty three years could tell you that whatever Sylvester had going on, you have not one twentieth of it. That man's "femmness"was easy, non forced, natural and full of panache. It's like you don't know how hard it is to sing a whole song in the falsetto key. Also, Sylvester was a good looking , handsome man who was tall as fuck, yet he could parlay his femininity without scaring the horses, unlike you, small and bitterly countenanced.
I know that we would all like to secure the bag. I know that you are parched like The Sahara, Gobi and Kalahari combined. Reading Billy's wiki entry, he is rather accomplished.
I don't see why he needs to do the silly off-stage antics, when really his work should speak for itself (and perhaps for himself).
I think he should go with a 'heads down' and get on with it approach. In time, he will have a good body of work and legacy to riff on, and would become an in-demand talking head and respected 'elder gay' down the line.
He's verging on Latter Day Madonna territory - silliness overshadowing some solid accomplishments.
