Andrew Cuomo Italian affectation while speaking is it intentional?

It's been talked about before but he's not been doing it a lot lately. It became very obvious during the height of the COVID crisis but he seems to have stopped, mostly. He's a smart guy though, could it be a tactic to get more eyes and ears on him?
